Lieutenant General (ret) Dan Shomron was one of Israel's most respected authorities on military matters. A decorated commander, he served as Chief of Staff of the Israel Defense Forces. After completing his term, Shomron served as Chairman of the Israel Military Industries.
Lt.-Gen. Shomron introduced a set of criteria (Shomron Principles) which a modern security system should have. The Orwell 2k structure and operational procedures reflect these principles:
- Security system should analyze information received by video cameras and bring operator attention only in case of alarm.
- Security system should utilize advanced programming and artificial intelligence.
- All moving objects from all video cameras should be recognized by type and placed as animated figures (people, cars, trucks, trains) on digital area map.
- Special alarms for perimeter protection, including "vector alarm" - triggered if intruder moves to fence line.
- One operator should be able to watch entire perimeter.
